The HR department was completely inexperienced with hiring non-EU citizens. To convince them that I could apply for a work permit, I had to consult a legal expert as well as my friend who works at the Job Center. I even sent the whole law that allows me to change the purpose of my residence permit (see the photos below). However, that was not my job. In the end, I was offered a job with another company that has more understanding of labor law and has more experience with hiring. If you are a non-EU citizen who needs to apply for a work permit, you should not even apply for jobs with this company. It will only cause you headaches. From my one interview with this company, there are very competent and intelligent developers - but that is apparently the privilege that EU/EEA employees can enjoy. Non-EU applicants like me have no chance to work for them. Disclaimer: This is a real review, so don't tell me to remove this or it's fake. Show your HR the screenshot below and I'm sure they'll admit they got in touch with me.
