If you do not offer your service, you should write this on your website, something so unprofessional is rare. Addendum: Pictima GmbH has now commented on my evaluation. In principle, we naturally offer all services that you can also find on our website. However, for each inquiry we have to weigh up individually whether the project is feasible under the conditions on both sides. We ask for your understanding for our decision to reject certain projects as well as potential (new) customers. Best regards, Your Pictima Team" This answer gives the impression that an exchange took place and that it was not possible to agree on the conditions. However, this is not the case, neither the content nor the scope of my "project" was explained, which would have required at least a telephone call or a written inquiry by Pictima GmbH, neither of which took place. Therefore, I stand by my assessment that a notice on the website that no inquiries are accepted, or that only those are accepted that Pictima also agrees to, would be the better way.
